Clinton drew attention after telling a VFW convention Monday that new tactics in the Al Anbar region were "working."
That prompted the GOP to accuse her of changing her tune, and rival John Edwards to say she was hurting the push to end the war.
Camp Clinton insisted she was talking only about a limited improvement in Anbar, linked to better relations with tribal leaders - a claim she made to the Daily News in March.
Yesterday, she tried to end the surge-support talk. "The surge was designed to give the Iraqi government time to take steps to ensure a political solution," she said. "It has failed."
Later, she went a step further, saying not only is Bush's strategy a loser, but Iraqi Prime Minister Nouri al-Maliki is a failure as well, and should be dumped.
"Iraqi leaders have not met their own political benchmarks," Clinton said.
