What California is doing to be Clear is a ONE TIME Override of the Redistricting Commission for House Seats only for the rest of the Decade. The Proposition makes clear that the Commission Returns after the 2030 Census. This will be decided by a Direct Popular Vote which no other state is doing. The maps will actually be approved by the voters which is rare if ever happens. What is happening is that California is not going to be Strait Jacketed by others. I think Post Trump there will be some kind of requirement from Congress on Redistricting after the 2030 Census.

Someone could always try a Constitutional Initiative but I doubt it make the ballot. There is nothing legally in Prop 50 that changes anything & actually states that the Redistricting Commission comes back after the 2030 Census. Takes a 2/3 majority of both Houses for the legislature to put it on the Ballot & I don't see that W/O Trump. Can someone buy their way on to the Ballot sure, but I don't see the voters going for it W/O Trump
